In New Zealand, gambling is regulated under the Gambling Act 2003 and its subsequent amendments. As of June 28, 2026, new rules restrict online betting on sports and racing exclusively to TAB New Zealand, meaning NZ residents can legally place bets only through TAB NZ. For online casinos, the situation is changing. On June 30, 2026, a bill for online casinos was introduced in Parliament, proposing:

  • Up to 15 licenses for foreign operators wishing to operate in NZ
  • Strict player protection measures, including responsible gaming mechanisms
  • Ban on unlicensed operators starting January 1, 2027 (source)

Until the law comes into effect, NZ players can still access overseas online casinos, but these are unregulated locally, which poses risks regarding safety and consumer protection. (source)

Classes of Gambling in New Zealand

New Zealand law classifies gambling into four classes, depending on prize size and turnover:
